Seems , West Bengal govt is keen in implementing the Central Govt's directive on quotas to OBCs in IIT and IIM.

KOLKATA: Two premier educational institutions in West Bengal, the Indian Institute of Management, Calcutta (IIM-C), and the Indian Institute of Technology, Kharagpur (IIT-K), on Thursday said they would go by the directive of the Centre on the issue of 27 per cent reservation for other backward castes (OBC).
IIT Kharagpur Director S K Dubey said the institute would go strictly by the order of the government in this regard.
Dubey also said that that he came to know of the apex court's stay on the law providing for 27 per cent OBC reservation in central elite educational institutions through the media.
"We have existing orders from the Centre for implementing 27 per cent reservation and we are fully prepared to implement the same," Dubey said, adding that, "if the Centre now gives another order in the wake of the court's order then we will abide by that."
IIM(C) director Shekhar Choudhury also reiterated that he had heard about the apex court order, but refused comment.
"We will follow the orders of the HRD ministry when it reaches us," Choudhury said. "I cannot give my personal views on the order."
Earlier on Thursday, the apex court while passing a stay order ruled that the 1931 census could not be a determinative factor for identifying OBCs for purpose of providing reservation
