The Telangana government has decided to pass a resolution in the state Cabinet meet for protection and perseverance of Telugu language and literature.
The Chief Minister of Telangana, K Chandrashekar Rao, has ordered regional "Telugu" language to be made a compulsory subject, from 1st to 12th standard, in all educational institutions, private and public, in the state.
The Chief Minister also instructed that all private and public institutions in Telangana must display their organisation's name in Telugu on their signboards. The Telangana government has decided to pass a resolution in the state Cabinet meet for protection and perseverance of Telugu language and literature.
The move comes at a time when other south Indian states, like, Karnataka, Tamil Nadu and Odisha are debating the "language war" and making all efforts to safeguard their regional language and culture.
The Chief Minister, in a statement, said,"Only the educational institutions that are teaching Telugu, as a compulsory subject, will be given recognition and permission to function. For those opting for Urdu, it should be offered as an optional. Sahitya Academy will prepare syllabus for the Telugu subject to be taught to primary, secondary and higher and intermediate classes. The government will be strict in implementing the policy that Telugu is taught as the compulsory subject and only the syllabus framed by the Sahitya Academy is taught. For signboards, other languages can be added if anyone wishes to."
To promote Telugu in the state, the Telangana government has decided to organise World Telugu Conference in Hyderabad from Dec 15th to 19th. The Chief Minister sanctioned Rs 50 Crore for organising the Conference, which will discuss how to preserve, protect and enrich Telugu in Telangana.
Few days back, the Chief Minister of Andhra Pradesh N Chandrababu Naidu also decided to enact a legislation to give more power to the Telugu Language Development Committee for more effective enforcement of Telugu as the official medium of communication in the state.
The committee made many recommendations to the government like use Telugu language in all government works from Secretariat level to Panchayat level, preference for people who have studied in Telugu medium for government jobs, Telugu as primary language in government and private schools and also one compulsory language in higher studies in state. It also said display boards should have Telugu as prominent language. The committee has also recommended action against those who neglect Telugu.
Taking a cue from neighbouring states in the south, the two Telugu states of Telangana and Andhra Pradesh, too, are taking steps to promote Telugu.
Interestingly, in Andhra Pradesh, the ruling Telugu Desam Party is an ally of Bharatiya Janata Party (BJP) and in Telangana, the ruling Telangana Rashtra Samiti is known to be in good terms with BJP-led Central government. Both Telugu states, have not shown any resistance to other language. But with language wars waging in South India, only time will tell, which way it will go.

Education Minister Tanveer Sait said the decision comes in the wake of the report submitted by Kannada Development Authority and the schools have no choice but to implement it.
The rule will also apply to all Kendriya Vidyalaya schools based in the state.
The Karnataka government has issued a circular making Kannada mandatory in CBSE and ICSE schools from this academic year.
"Kannada being a state language we have amended the state education act to bring all schools under the ambit of the education department. And we have introduced Kannada as an introductory language in all schools. At least students should know the essence of the state language," Minister Tanveer Sait told CNN-News 18.
The minister said the decision was taken without carrying out any consultation with the stakeholders.
"We have amended Section 1 of the Karnataka Education Act, making Kannada compulsory in all schools in Karnataka irrespective of their affiliation. Hence, there is no need of (consultation). They have to implement it."
The rule will also apply to all Kendriya Vidyalaya schools based in the state. "All schools are allowed to work only after the issue of no objectification certification by the government of Karnataka. We have certain conditions. All schools in Karnataka, including Kendriya Vidyalayas, will have to follow it," he added.
The minister claims that the circular is not an imposition as it introduces only the basics of the language. Further, no exam has been prescribed yet, he said.
Sait, however, didn't clarify whether Kannada will be made compulsory from Class 1 till 10 or will be taught as an extra subject. Many of the CBSE and ICSE school managements had earlier opposed similar moves of the state government.
Apart from making Kannada compulsory, the minister said that schools will also have to play state anthem naada geethe in daily assemblies along with the national anthem.
“We are also part of India. State anthem written by Jnanpith awardee Kuvempu speaks about rivers, religion and our commitment to the nation. It will be compulsory for the schools to play the state anthem.”
When asked about the timeline of implementation, he said that Introductory Kannada will take off immediately. “State anthem introduction is yet to be prescribed,” he said.

Kerala makes Malayalam mandatory in schools
Schools that violate the law would attract hefty fines, says Chief Minister Pinarayi Vijayan. The Kerala government has promulgated an ordinance to make teaching of Malayalam mandatory in all schools in the State.
Chief Minister Pinarayi Vijayan told reporters after the weekly Cabinet meeting that the new law will be applicable to all schools regardless of the syllabus they followed. Schools that violated the law would attract hefty fines. Schools should not put up boards or conduct campaigns against speaking Malayalam, he said.

These Schools should be with "qualified" and "dedicated" - Teachers for teaching Tamil Language and other Studies, complete with all basic facilities comprising of "New Buildings with good Toilet facilities", "Canteen with Free Meals" facilities, and "Free Text Books" and Library facilities" - especially for the benefit of the financialy Middle/Lower and Lower Level "Tamilians and others", from the "Socially Underprivileged" and "Cheri" Population of Tamil Nadu. That too should be essentially for the 'Children and Young Adults' among them, who didnot have the privillage of any education during their young days'. During their period in these Schools the 'Children and Young Adults' should 'also' be provided with relevent new "Free Dresses" - "at least" in four sets at a time - three times a year".

The intended "Mode of Practice of 'Tamil Media" Education in Primary and Secondary - Schools of Tamil Nadu", falling within the Second Category should be as follows:
To prevent the disappearence of Tamil Language in the near future in the present day Tamil Nadu, which is the "mother tongue" of 89.34% of population of the present days "Native Tamils" of the Tamil Nadu, which has also been their "own motherland" over three thousand (3,000) years of it's history, it is vital the process of Re-Tamilising the whole of present day Tamil Nadu in the field of Education of Native Tamils and Others be enforced immediately.
It will be much prudent if certain measures as suggested below are put into practice within Tamil Nadu, to ensure Tamil Language and Tamil Culture continue to survive in Tamil Nadu preventing it being further adulterated, disseminated and undermined by the English Language and the Western Culture, and by the Languages and Cultures practised by the people from the other States of India settled in Tamil Nadu - which is the actual reality in Tamil Nadu of today.

(1) Developing the knowledge of Tamil Language and other Social & Science Studies in 'Tamil Medium' especially among the financialy Middle/Lower and Lower Level "Native Tamilians" and Others up to 8th Standard.
Tamil Nadu Government should set up "many" - "New Schools for teaching Tamil Language" - along with 'basic studies' on "Tamil History, Tamil Cultural Practices", on Health Studies and Cleanliness (Personal & Environmental), on Ethical Studies "(Thirukkural)" & Social Etiquettes, on Environmental Nature - Protection and Preservation, and on Basic Science Studies - "in every nook and corner" of 'all villages' in Tamil Nadu.
These Schools should be with "qualified" and "dedicated" - Teachers for teaching Tamil Language and other Studies, complete with all basic facilities comprising of "New Buildings with good Toilet facilities", "Canteen with Free Meals" facilities, and "Free Text Books" and Library facilities" - especially for the benefit of the financialy Middle/Lower and Lower Level "Tamilians and others", from the "Socially Underprivileged" and "Cheri" Population of Tamil Nadu. That too should be essentially for the 'Children and Young Adults' among them, who didnot have the privillage of any education during their young days'. During their period in these Schools the 'Children and Young Adults' should 'also' be provided with relevent new "Free Dresses" - "at least" in four sets at a time - three times a year".

The intended "Mode of Practice of 'Tamil Media" Education in Primary and Secondary - Schools of Tamil Nadu", falling within the Second Category should be as follows:
To prevent the disappearence of Tamil Language in the near future in the present day Tamil Nadu, which is the "mother tongue" of 89.34% of population of the present days "Native Tamils" of the Tamil Nadu, which has also been their "own motherland" over three thousand (3,000) years of it's history, it is vital the process of Re-Tamilising the whole of present day Tamil Nadu in the field of Education of Native Tamils and Others be enforced immediately.
It will be much prudent if certain measures as suggested below are put into practice within Tamil Nadu, to ensure Tamil Language and Tamil Culture continue to survive in Tamil Nadu preventing it being further adulterated, disseminated and undermined by the English Language and the Western Culture, and by the Languages and Cultures practised by the people from the other States of India settled in Tamil Nadu - which is the actual reality in Tamil Nadu of today.
"Government of Tamil Nadu should implement the Law instituted by the earlier Government in the year 2006 and not enforced into practice - that Tamil Language must be the compulsory "First Language" of all Native Tamils and the others settled in Tamil Nadu irrespective of their own Mother Tongues.

English should be their "Second Language" while Hindi or their own Mother Tongue being their "Third Language". The Native Tamils and all other Races living in Tamil Nadu should essentially know the "State Language Tamil" of Tamil Nadu, as it is practiced "in the States of Andhra, Karnataka, Kerala, and in all other States of India", where the 'respective State Language' remains the "First Language" of the respective States.

(2) The study of "Tamil - Language, Literature", Selected Sections of "Thirukkural" - the Ancient Tamil Code of Ethics, and the "History of - Tamil Nadu & India" be made compulsory to "all" in schools and colleges both in the government and private sector of Tamil Nadu up to 8th standard. (3) The media of education of "all other" Arts & Science subjects in schools and colleges both in Government and Private sector too should be in Tamil upto the 8th standard. From 9th standard onwards the Students could deviate towards their respective professional studies in English enabling them to secure Job opportunities and openings not only in Tamil Nadu, but also in other States of India and in Foreign Countries overseas.

However the Students who have chosen to continue all their studies in Tamil even after the 8th standard, and do their Medicine, Science, Engineering or other Professional Studies in Arts, Commerce, Accountancy, Banking, Management etc etc in Tamil medium in the Universities, Medical Colleges, Engineering Colleges and other Institutions of Tamil Nadu, possibly opting to work within Tamil Nadu instead of going to work in other States of India or Overseas, then it should be made "mandatory" that all Government Departments and Private Organisations "within Tamil Nadu" to give "first preferance" in Job Placements to those who have done their Professional Studies in Tamil.
