In 2009, it was first reported that Santhosh Sivan's next film would be "a hard-hitting political film scripted around the LTTE (Liberation Tigers of TAMIL Eelam)-related strife and the death of its leader Velupillai Prabhakaran". In June 2012 then he stated "in Ceylon I want to look at the Sri Lankan situation from the perspective of a bunch of youngsters who get caught in the crisis. It's more about the outsiders' response to the horrors than about the politics". He also told that he will shoot in Sri Lanka after the rains and that he didn't want "Ceylon to look like a tourist's attraction". Sivan described Ceylon as his pet-project.

Santosh Sivan later said that the film was about "a bunch of teenagers in an orphanage, and set against the backdrop of a civil strife". One of the teenagers, the protagonist was a 16-year-old boy, Karan, with Down's Syndrome with whom Sivan spent nine months before shooting the film. Sugandha Ram, who acted in Tere Bin Laden before, was chosen to select the female lead. It was reported that Saritha played the role of a person who runs the orphanage.

According to Sivan, the idea for the film was conceived over a Sri Lankan lunch with a friend during which they met a lady who ran an orphanage in Sri Lanka. Sivan wanted director Stanley for a role, but cast Karunas for it since he could also sing. Karunas was said to have done a serious role unlike his usual comic self.

Sivan stated, "my film is about human aspirations and emotions shattered by the war, not about the politics behind it". He also clarified the film will have nothing to do with the LTTE. Sivan spent months researching and getting footage for the film. He shot it in Tamil as Inam but also made the film into English for a larger audience and titled it Ceylon. The Tamil version was longer and included songs, scenes for comic relief and the making of the film over end credits and the English version Sivan said "is much tighter".

The film was shot by Sivan himself in Kerala with a Red Epic digital camera.Since he could not go for many takes, three or four cameras were used at the same time. Though he used a high-end digital camera he said that he purposely made the shots look candid as if they had been captured through a mobile phone or a hand-held camera as he found out that mobile phones played an important role in the Sri Lankan wars.

Editor Suresh was also asked "to keep all good-looking shots aside" as Sivan felt that the film "should be raw and rustic" and not beautiful.

The first look resembling a blood splattered fingerprint forming the map of Sri Lanka, which was designed by Jairam Posterwala, was revealed in June 2013. Arvind Swamy provided a voice-over for the film. The film was cleared by the Censor Board with a clean U certificate in October 2013.

The film was screened at the 18th Busan International Film Festival.

The Hollywood Reporter in its review wrote, "Romancing in slow-motion; musical numbers ill-fitting the narrative flow; high-octane shootouts laced with the odd comic touch; a highly-strung, tragic final half hour intended to stir emotions -- Santosh Sivan’s latest offering boasts of all the hallmarks of commercial Indian cinema, which should allow the Kerala-born director to continue the fine run he has had in the past few years...but more focus and context would have helped the film live up to its seemingly more historical-epic title of Ceylon".

This is definitely the wrong time to release this movie. I haven't seen the movie but from what I read it seems to tell both side of the story instead of making one a saint and another a devil. As a movie on it's own it seems to be great but as a movie for the support of Eelam it won't go well with the Tamil audience and it hasn't.

சந்தோஷ் சிவன் சிறந்த ஒளிப்பதிவாளர் என்பதிலேயே பல சிக்கல்கள் இருக்கிறது, தன்னுடைய சிறப்பை வெளிப்படுத்த, பல படங்களின் கதைக்களத்தை, அது ஏற்படுத்த வேண்டிய தாக்கத்தை தடுத்து நிறுத்தும் பெரிய வித்தையை செய்யக்கூடியவர்கள் இவர்கள். இவரது முந்தையப் படங்களான, மல்லி, டெர்ரரிஸ்ட் போன்ற படங்களே மிக தட்டையான கருத்துடைய, மோசமான படங்கள்தான். தன்னை தொடர்ந்து நிலைநிறுத்திக் கொள்ள ஏதாவது பிரச்சனைக்குரிய விடயங்களை படமாக்குவதே சதோஷ் சிவனுக்கு பொழுதுபோக்காக மாறிவிட்டது. குறைந்தபட்சம் ஒரு சினிமாவிற்கு உரித்தான, படைப்பாளுமை கூட இவரது இனம் படத்தில் இல்லை. கன்னி வெடியில் மாட்டிக்கொண்டவன், அங்கேயே வருடக் கணக்காக உட்கார்ந்து சாமியாராக மாறிவிட்டான் என்பதும், போர் பற்றிய காட்சிகளும், மிக மோசமான பதிவுகள்.
இலங்கையை ஒரு சுற்றுலாத்தலமாகவே படம் முழுக்க சந்தோஷ் சிவன் கட்டமைத்திருக்கிறார். ஒரு போர் பற்றிய படத்தில், எப்போதும் அழகியல் சார்ந்தே காட்சிகளை வடித்துக்கொண்டிருப்பதேல்லாம், நல்ல மனநிலையில் இருப்பவர்கள் செய்யக்கூடிய வேலை அல்ல. போர் மேகங்கள் எப்போதும் சூழந்துக்கொண்டிருக்கும் இடத்தில், புத்த பிக்கு அத்தனை அமைதியாக தண்ணீர் எடுத்துக்கொண்டிருப்பதேல்லாம் எந்த வகையில் சேர்த்தி என்று தெரியவில்லை, நான் இலங்கையை சேர்ந்தவன் இல்லை, ஈழத் தமிழன் இல்லை, இலங்கையில் நடந்த போரை நேரில் பார்த்தவன் இல்லை, அதனால் இந்தப் படத்தில் கையாளப்பட்டிருக்கும் அதன் உள்ளடக்கம் பற்றி பேச எனக்கு தகுதியில்லை. ஆனால் ஒரு திரைப்படமாக இதனை ஏற்றுக்கொள்ள எந்த இடத்திலும் இயக்குனர் வாய்ப்பை விட்டுவைக்கவில்லை. மோசமான, படைப்பிற்கு உதாரணம்தான் இந்த இனம். ஒரு இனத்தின் வலியை, வேதனையை, ஒரு இன அழிப்பை மிக சரியாக பதிவு செய்யும் அளவிற்கோ, அதில் கையாளப்பட வேண்டிய அறம் குறித்தோ இங்குள்ள படைப்பாளிக்கு தெரிந்திருக்கும் என்று நான் நம்பவில்லை. இந்த படத்தை சர்வதேச விருதுகளுக்கு சந்தோஷ் சிவன் அனுப்பினால், தூக்கி குப்பையில்தான் போடுவார்கள்.

இந்த படம் மிக சிறப்பாக இருக்கிறது என்று சொன்ன வசந்தபாலன் முன்வைத்த வாதம், படத்தின் வசனங்கள். சண்டை போடுறதுனா, சமமா இருக்கிறவன்கிட்ட சண்டைப் போடுங்கடா, உள்ளிட்ட இன்ன பிற வசங்களை முன்வைத்தே வசந்தபாலன் இந்த படத்தின் சிறப்பு பற்றி எழுதியிருந்தார். வசந்தபாலனே ஒரு அரைகுறை இயக்குனர் என்பதையும், வசனங்கள் வாயிலாக ஒரு படைப்பை அணுகும் மேம்போக்கானவர் என்பதையும் அவரே தொடர்ந்து நிறுவி வருகிறார். பக்கத்து வீட்டு சண்டையை கூட நேரில் பார்த்திராத, பெரும்படைப்பாளிகள் தொடர்ந்து இந்த படம் சிறப்பானது என்று சொல்வதில் எனக்கு பெரிய ஆச்சர்யமில்லை. போர் ஏற்படுத்தும் வலியை, அதில் தங்கள் குடும்ப உறவுகளை இழந்தவர்களின் துயரங்களை, தானும் உணரும் ஒருவனால் மட்டுமே, அந்த வலியை காட்சிகள் மூலம் பார்வையாளனுக்கு கடத்த முடியும். ஈழத்தமிழர்களுக்கான ஒரு நேர்மையான படைப்பை, ஈழத் தமிழர்களால் மட்டுமே எடுக்க முடியும்.

லிங்குசாமி மாதிரியான வியாபாரிகளுக்கு இது வியாபாரப் பொருள். தமிழ்நாட்டில் சினிமா முற்றிலும் வியாபாரமயமானதை தொடர்ந்து நான் எதிர்த்து வருகிறேன். ஆனால் அப்போதெல்லாம் என் மீது சேற்றை வாரி இறைக்கும் நண்பர்கள், இந்த படத்தை லிங்குசாமி வெளியிட்டவுடன், கொதித்து எழுகிறார்கள். வியபாரமயாவதன் மிக முக்கிய பிரச்சனை, யாரும் தங்கள் சொந்த வலியை கூட வெளியே சொல்ல முடியாது.

இந்த படத்தை, இதைவிட இன்னும் மோசமாக விமர்சிக்கலாம், அவரவர் எதிர்ப்பை பதிவு செய்யலாம். ஆனால் தடை செய் என்று கோசத்தையோ, திரையரங்கில் நிகழ்த்தப்படும் வன்முறையையோ, சந்தோஷ் சிவனை, மலையாளி என்று வசைப்படுவதையோ ஏற்றுக்கொள்ளவே முடியாது. தமிழில் இப்போது வெளியாகும் பெரும்பாலான படைப்புகள், தமிழர் அல்லதவர்களால்தான் தயாரிக்கப்படுகிறது. அப்படியான வெளிமாநில, வெளிநாட்டவர்களிடம் தங்களுக்கும் ஒரு வாய்ப்பு கிடைக்காதா என்று ஏங்கிக்கொண்டே, இடையில் இப்படி இனமானம் பற்றி பேசிக்கொண்டிருப்பதேல்லாம், சுத்த கயவாளித்தனம்.

The board did a sloppy job I admit but what do you expect from a country that's been avenging Rajiv Gandhi's death for decades and hasn't offered any support whatsoever even on a humanitarian basis? What difference is banning a film going to make when the whole world knows the bitter truth, when we have already lost hundreds of thousands of our people to the war, when we are always considered refugees wherever we are? It probably would hurt to see the movie and I'm not going to, but that choice should be mine and made. I don't want someone else making that choice for me.
