Pandu fish symbol

For around 1000 years the symbol of Pandu rule was a fish, on flags , coins and temples. It appears in Sri Lanka:
"The Vishnu-Thirumal shrine of the Koneswaram complex repaired by Kullakottan Chola was referred to as the Thirukonamalai Macchakeswaram/Macceswaram Kovil in some Middle Tamil inscriptions such as the Nilaveli inscription of the 10th century, a Tamil rendering of the Sanskrit Matsyakesvara."
As the fish is there connected with Matsya Visnu then possibly the Pandu symbol means Visnu as "guide" for salvation. In Indonesia, the national anthem has an expression "Jadi (Prithvi) pandu.." The Pandji legends there derive from Pandu of Pandava traditions. Prithvi Bhumi and her husband Indra are deities in Bali today.
Is it correct to link Pandu with Matsya-fish as a "guide"?
