If you notice in India Places with Big Urban Settlement grows faster than avg cities or rural places? Why?

Lets look at developed states in India:
Bombay+Pune for Maharashtra
Ahmedabad + Surat(3 million pop) = Gujarat
Delhi = Haryana and Delhi State
Chennai - for Tamil Nadu
Bangalore - for Karnataka
Hyderabad - for AP

Kolkata is the only failure here I guess. Punjab is an exception as it is more Agro based rather than Industrial or Services.

Should India Develop Kanpur and Patna into a metropolis in order to gain some industry in UP and Bihar? or will they follow kolkatas model

Do they calculate, State's growth except these cities? how would they rate TN without Chennai or Karnataka without Bangalore? Wont these states be similar to Rajasthan or MP.

  You are not far from reality. Why cities, even states with more towns seem more prosperous than those without it. Take TN for instance, you have not only Chennai, other vibrant places like Coimbatore, Salem, Tiruchy etc.
  
  China is supposedly building/ upgrading 30 new cities to reach desired growth patters 20 years from now.
  
  All those who would like to have non-urban growth should think fast on other economic possibilities without putting spokes on urbanization efforts of interested states. There is simply no time to lose against China.

  My point was not complete urbanization, it is just wierd if u then see UP has lot of million plus cities and many more 500k+ cities like
  Lucknow, Allahabad, Kanpur, Agra, Varanasi almost all of them are medium sized.

  Where is industrialisation in these places?
  
  Even in TN Madurai is a big city with no big industries.

  It's true that states with big cities are better placed in economic terms than states with smaller cities. But what India needs right now is not a few mega cities but a large number of self-sufficient cities capable of providing all the basic services to the business sectors and employment for the youth in the healthy environment friendly atmosphere. We don't need more cities like Mumbai, Delhi, Chennai or Kolkata which are on the verge of collapse due to poor civic infrastructure, pollution, unmanageable traffic and lack of space.

  What am I missing here? I thought big cities grew out of a need for accommodating trade and commerce that develops out the natural resources of a particular region, whether it is import, fishery, agriculture, animal farming, etc.
  
  Big cities should be discouraged in favor of decentralization of govermnent offices and buildings to meet the needs of all sectors of the states. Governments, factories, and other types of high employment enterprises need to relocate and bring their offices in smaller villages and towns to inspire small folks every where. Proper roads and comuter infrastructures are the best hopes of providing incentives for less population movement to big cities.

  why do they build IT infrastructure in madras (with all its water problems )rather than smaller cities like kovai. IT work can be done from anywhere. Many of the workers in the IT industry are also not Madrasites. They travel from other places in TN going home in the weekends.
