Solution to Kashmir problem?

Why don't Indians hold a plebiscite in Kashmir and give Kashmiris independence if they want it?
Of course India could lay down a couple of conditions-
1. If Kashmir is to be a separate country, PoK has to be part of it. In other words, BOTH India and Pakistan give up their respective occupied portions.
2. The rights of minority Hindus would be constitutionally guaranteed.
3. Kashmir would remain neutral in any war between India and Pakistan and would not allow military bases of any foreign country.
4. Kashmiris would have reciprocal visa arrangements with both India and Pakistan to allow families to visit relatives and these wont be revoked in the event of a war between India and Pakistan.

This would help all the three countires. The border conflicty has been an economic drain on all the three countries, not to mention the tens of thousnads of people who have got killed.

I know, right wing Hindus would object to this. But if the people dont want to be ruled by India, what right do we have to impose their rule on them? Isn't it the same as the British ruling India? And didnt we buy independence for bangladesh on the pretext that Bangladeshis didnt like Pakistan to rule them?

Lets discuss the consequences.
