Bindi/Pottu is worn by married as well as unmarried ladies but not widows.
Also married women usually wear 'KUMKUM' on their hairline [just above the bindi/pottu] in order so as to show that they are married

It had a real purpose recently. After 9/11 indian women in US were advised to wear 'pottu' and sari instead of muslim style churidars bcos a sardar was shot by a confused american. He was confused bcos sardars with their turban and beard resembled talibans.

Seat of the soul is in the forhead just behind the eyes. The dot on the forhead signifies this third eye of knowledge, the soul. I, the soul, that is the driver of this temporary body, controls the mind, intellect, and the sanskars (accumulated behavior) and is affected by their misuse.

hindus believe that's where the soul / the essence of life is situated. read abt the ashtachakra / 8 chakras of the body and how kundalini yoga aids in opening up the energies of those chakras. men too wore the red dot in the early times just as women (some traditional men still do), but the practice faded away the same way it is fading away fast even in traditional indian families now.

RED DOT - Really tells everyone there is knowledge beyond human understanding. It is called 3rd eye for human being. Indian enlightened the world with knowledge long ago. Now, Indians are self-centered and lack of knowledge with aggressive and arrogance.

all stories written in hindu books like geetha are false.
there is no third eye for any hindu lady
if there is a third eye then he/she should be born with misplaced eyes or some disorders like that.
But nowadays surgery is available to correct most of such kind of problems
