Geopolitical interests of India might preclude it from openly supporting what can be construed at "terrorism" by international powers. So a direct support is probably impossible, but “interested” elements within the Indian polity might be willing to support such an insurrection. You have to get in touch with such forces to enlist support in the form of arms, training and finance. Ruling BJP party’s supporting elements such as the Rashtriya Sevak Sangh, Bajrang Dal and Vishwa Hindu Parishad should be a starting point.
Australia is also cozying up with India so if Indo-Fijians can exert pressure on India to exert pressure on Australia to be more proactive, it could also result positively.
