How to achieve political ambitions by massacring innocent people? How to kill a king when he is asleep? How to prepare poisonous ashes to be used as incense powder in his bedroom? How to use the queen herself to administer poison to the king? How to use rogues, thieves, and knaves for loot and massacre to achieve one’s political ambitions? How to use women to seduce and trap your enemies to achieve political ambitions?

There are well-explained answers in a book written by the first political terrorist in the recorded history of the world. It was he who said that “mercy, bashfulness, pity, desire for the other world, strict adherence to virtuous life, generosity,” etc, are “obstruction to profit”. It was he who said that the skill of intrigue is more important than enthusiasm and power in overreaching the enemy. He invented various methods of conspiracy to achieve his aim. He did not have any hesitation for any kind of cold-blooded murders. He killed and looted the innocent people of the borderline villages with the help of his gang of robbers to evoke hatred among the villagers against their own king. He could thus wean away the border villages and towns from the sovereignty of the king. He boasted of his bonhomie with robbers, outlaws, knaves, thieves and organized gangs. The way he recruited them for his personal army is on record. He did not adore but used women for nefarious purposes. “Keepers of harlots should excite love in the minds of the leaders of the enemy’s army by exhibiting women endowed with youth and beauty”, he said. He mastered the art of double-cross and narrated how to do it. He enticed the opponents through kind words to visit specified places and murdered them in a cold-blooded manner. What is more? He has narrated how to use the temples and the temple structures also as instruments for assassinating the kings? He was Chanakya.

But, this being the land of perverted values, he is not a terrorist for the present day rulers. He is a hero. His life is serialized in the state television with much gusto. But, still the rulers cry hoarse that they are against terrorism. What terrorism? Or, whose terrorism? I believe that the killing of innocent people to achieve political ambitions is nothing but terrorism and I believe that those who indulge in such killings cannot be called as freedom-fighters. But, all those who indulge in violent methods cannot be called as terrorists. “Whether one pursues the path of non-violence or violence, the aim is to secure freedom”… “and as such both categories could be called political sufferers”, the, High Court of Chennai has observed. (R.R.Dalavi Vs.Union Government of India- Oct, 1984). When, soon after the SAARC summit in DEC. 1985 Mr Pritish Nandy of the Illustrated Weekly of India asked Mr. Rajiv Gandhi about terrorism, Mr Rajiv Gandhi replied, “Well, it’s all a question of definitions. When is terrorism a freedom movement? When does terrorism versus human rights come in? These are the sort of gray areas, you know” (Article of Mr.A.G.Noorani, ‘SAARC and Terrorism’ -Indian Express, February 21, 1986).

In the context, I find that the hysteria created by the BJP with an eye on the UP elections is totally uncalled for. If I were the PM of India, I would take steps to pave way for absolute democracy in India which must actually extend beyond the election procedure, absolute equality in terms of language, religion and region, absolute transparency in governance, and proportional representation of the people of all categories not just in parliament but in bureaucracy which alone is indulging in all sorts of intrigues these days, and periodical rotation in the posts of executive heads a la Switzerland. “A Rifle For Every Man” has been the declared principle of the Government of Switzerland. The Swiss Government proudly proclaims to the world that “every soldier..has his weapon, ammunition and uniform at home. There is no fear of revolutions. The Swiss are proud to have a accurate rifle”(“Switzerland” – by Herbert Meier – Information paper published by the Swiss Government – Sixth Edition 4/81). I would also like to have an India where there is no fear of revolutions because there would be no need for revolutions.

In the society that I visualize, the religions and the religious leaders will be confined to their respective places of rituals and will not become an impediment for the common man either in attaining God or in having a tension-free political life or in achieving the basic purpose of his having been born a human being. There will then be no need for any section of the people to think centrifugal. All of them will become willing partners in shouldering the burden of making of the nation. I yearn for such an India.
