Is ENGLISH Really Regarded As THE INTERNATIONAL LANGUAGE?

Will there be such a requirement, stating in job advertisements one day, if INDIA becomes the ECONOMIC GIANT overtaking the current one?
For example:-
Position: Administrative Assistant
Qualification: Degree, BILLINGUAL in ENGLISH & HINDI Speaking / TAMIL PREFFERED.
I hope india does not follow recents trends set out by others, and set out a good example to allow RECOGNITION for TALENTS and Educational Qualifications rather then spoken language.

yes, English is an international Langguage. it is not a hidden matter and also if a persons is talented he shd be fluent in English also that says he's talented.but there are some exemption of rare quality.

Not at all true, knowledge of English only gives the perception that one is talented, it works only due to the inferiority complex that persists among the people of underdeveloped countries like India and other Asian countries. It should be the real talent that must be tested and not the language that is aacepted as the world language by the developing world in order to gain some recognition.
