Subject :- U.S Restrictions on outsourcing of soft ware And the “Gorshkov –Deal”

Respected Sir/Madam,
The U.S. Government’s decision to restrict outsourcing of its government’s software requirements to other countries affects India adversely and curtails her foreign Income. This may be just the tip of the iceberg and could be followed by similar restrictions on outsourcing work by U.S. companies to India. This goes against the spirit of free trade and that too in the back drop of the visit, to India by Mr. Richard Stallman, the Chief advocate of the “Free Soft Ware Movement”.
The deal to purchase Air craft carrier “Gorshkov” is a big blow to the Indian Navy and to the Nation. It is a ship that was decommissioned a decade ago and is fit for the scrap yard. What ever upgradation that may be done on the “Gorshkov”, the hull, keel and superstructure cannot be changed. Russia has offered China the sale of “Admiral Kuznetsov” ,a much better and more modern Aircraft Carrier with Su-33 planes, while “Gorshkov” has only a squadron of far inferior Mig 29k planes.
While the U.S is trying to hold India by the Juglar by imposing restrictions on outsourcing of software, Russia holds India by the nose on defence matters!
